Dr. James T. Heimbach, president of JHeimbach LLC food and nutrition consulting, is an internationally recognized expert in food and nutrition and the evaluation of the safety of new food ingredients. His services include strategic planning; management of GRAS determinations and New Dietary Ingredient notifications; advice on FDA, USDA, and FTC regulatory issues; and risk assessment. He consults on national and international issues regarding food safety and risk assessment and develops regulatory strategy positions. He has managed GRAS determinations for more than one hundred new ingredients, including infant-formula ingredients, probiotics, and products of biotechnology. He has also served on a number of GRAS Expert Panels and other safety-review boards.
Formerly a Principal of Environ International Corporation, Dr. Heimbach was the Chief Operating Officer of Technical Assessment Systems and TAS International at the time of their merger with ENVIRON. Prior to joining TAS, Dr. Heimbach was the Associate Administrator of the Human Nutrition Information Service, an agency of the U.S. Department of Agriculture. He served as Acting Administrator from 1988 to 1990. Dr. Heimbach contributed to the formulation of national policy in nutrition and food safety and represented the Agency and the Department before Congress and other government and private organizations. He directed a $12 million research program, which included large-scale food consumption survey research, food composition analysis, and database management. His administration saw the development of the USDA/DHHS Food Guide Pyramid and the initiation of the USDA Pesticide Data Program.
As Head of the Consumer Research and Education Staff at the U.S. Food and Drug Administration (FDA), Dr. Heimbach established a survey-research program at FDA to track public health programs such as High Blood Pressure Education, Cancer Awareness, and Cholesterol Education. He designed and administered numerous food-safety surveys, including the Health and Diet Survey (conducted biennially), the Infant Feeding Practices Survey, the Survey of Weight Loss Practices, the Consumer Food Labeling Survey, and the Consumer Food Handling Survey. Additionally, he directed all food safety and nutrition education activities of the FDA and represented FDA on government-wide task forces.
